Current technological developments are progressing very rapidly, making human interaction easier through the use of digital technology. One of its applications is to facilitate interaction between farmers and agricultural extension officers through an easy-to-use agricultural consultation application, namely a website-based application developed using the Progressive Web App (PWA) approach. PWA offers several advantages over other mobile application development methods, such as Hybrid (Cordova/PhoneGap) and Interpreted (React Native), as demonstrated through a comparison of testing metrics, including loading speed, application size, and offline capability. This study discusses the design and development of a website-based agricultural consultation application using PWA to achieve better performance through the implementation of caching and a user interface resembling that of a native mobile application. The main features designed for this application include an online consultation feature enabling live chat between farmers and agricultural extension officers, an initial symptom-based diagnosis feature for plant pests and diseases, an article and educational information feature on agricultural cultivation, a push notification feature for consultation schedule reminders and important updates, a consultation history feature that farmers can revisit at any time, and an offline access feature using a service worker, allowing part of the content to remain accessible even under unstable internet connections. The test results show that PWA implementation can accelerate page loading time, reduce data consumption, and provide a user experience comparable to conventional mobile applications without requiring installation through an app store. Therefore, this PWA-based agricultural consultation application is expected to serve as an efficient, lightweight, and easily accessible technological solution for farmers to consult with agricultural extension officers in real time
